In Romania, the HE institutions can develop, implement and manage study programs only if they are accredited.
During the last 23 years, the Romanian higher education system was characterized by many changes aiming to integrate it the European and world circuit of values and competencies. In compliance with this trend, the National Council for Academic Evaluation and Accreditation (CNEAA) was created; during the period 1993-2006, specific activities (evaluation and accreditation) were carried out.
Moving towards the European Higher Education Area, the new Romanian Agency for Quality Assurance in Higher Education (ARACIS, 2005) was established. Starting with 2005, new procedures and accreditation processes were developed. As of September 2009, ARACIS is a full member of the European Association for Quality Assurance in Higher Education - ENQA and is registered in the European Quality Assurance Register for Higher Education - EQAR.
Early in 2014, the Ministry of Education decided to update the ARACIS internal structures.
One important domain who did benefit of CNEAA / ARACIS activities was the Distance Learning. The first milestone was H.G. 1011/2001 which defined the framework for implementation of DL study programs in Romania. There was other legislative events which contributed to better define the characteristics of this type of education which was confirmed by the Law of Education nr.1/2011.
Just within this context, the public and privet RO universities had the opportunity to develop, implement and manage accredited DL study programs. The accreditation was essential to ensure the credibility and employability of the DL Diplomas.
This article is aiming to present the new aspects coming into force in the area of DL accreditation processes based on the recent decisions of the ARACIS (December 2013). | Keywords
