Although culture does not have a general definition in the international scientific community, usually culture is consisting from life experience derivates, more or less organized, learned or created by the individuals of a population, including those images or codes needed for own interpretation (meaning) and transmitted from generation to generation. Starting with this definition as o milestone in our analysis, we can identify that the learning process has a major impact on cultural evolution. A significant role in the process of culture evolution is played by communication as the communication methods are extremely important in the classification of learning methods and processes. This way, through communication we can identify a series of transmission and reception channels that help us indicate a bi-directional relation between the learning process participants at large, and specifically e-learning: we discuss about one hand the instructors and educators, and the other hand students.
In the particular case of e-learning, in the culture-communication-learning process relationship a new element worth mentioning, technology considered as the main communication environment in the learning process.
Through the culture-communication-technology-learning process, emerges a cultural values transfer process radiating from a specific educational system (local, national, regional) towards regional/international beneficiaries of the learning process. The cultural values transfer is exercising a direct strong influence on inter- and trans-cultural educations by the instrumentality of online environment. Consequently, a positive contribution is brought to human capital development through cultural awareness and social competence improvement.
Despite this perspective of cultural development through e-learning, there are a series of technologic, economic and infrastructure challenges that will be address in this paper. | Keywords
